This was accidentally uploaded on the official Pokemon website and then taken down. Somebody saw it and put it on rebloggy.com. It looks an awfully lot like Voltorb. It could be a new Pokemon, or another form of Voltorb. It still remains a mystery why pokemon.com took down this picture.
